DST was instituted in France in 1975 following the oil shock of 1974 with the goal of making energy savings by reducing lighting needs. This is mainly to better match the hours of activities with the hours of sunshine to limit the use of artificial lighting. Two estimates made in 1996 and 2006 amounted energy savings between 0.7 and 1.2 TWh annually.

applied in the United Kingdom and Ireland since the first world war and Italy since 1966, the regime of summer time was introduced in all EU countries Europe in the early 1980s. To facilitate transportation, communications and trade within the European Union, it was decided to standardize by directive of the European Parliament and Council, the dates of the time change. Thus, since 1998 for all countries of the European Union, the transition to daylight saving time occurs on the last Sunday in March at 2 o'clock in the morning and switching to winter time on the last Sunday October to 3:00 am. The system of DST is to add 60 minutes to standard time during the summer period (late March to late October).

Directive 2000/84/EC of the European Parliament and the Council of 19 January 2001 , published in the Official Journal of the European Communities No L31 of February 2, 2001 specifies the rules of the DST applicable as of 2002 in the European Union. The provisions of this Directive have been transposed into French law by decree of April 3, 2001, published in the Official Gazette of the French Republic 6 April 2001.

The European Commission has set the timetable setting the start and end of the period of daylight saving time until 2011 inclusive (Communication 2001 / C 35/07 and 2006 / C 61/02):
